The International Partnering Forum (IPF) is the United States’ premier offshore wind energy conference – where industry experts come together to network, collaborate and innovate.
Hosted by Oceantic Network, next year’s event will celebrate the US and global offshore wind industry as it gains momentum by creating jobs, building strong communities and mitigating the impacts of climate change.
Oceantic Network is a non-profit organisation with a mission to inform, co-ordinate and mobilise human ingenuity, enterprise and labour to harness the vast offshore wind and renewable energy resources in the world’s oceans while addressing urgent needs.
The 2025 International Partnering Forum, which will take place from April 28 to May 1, will be held at the Convention Center in Virginia Beach, VA. Coastal Virginia has quickly become a major player in the offshore wind industry, as the US Mid-Atlantic hub for offshore wind.
The largest offshore wind project in the US is located in the region. Dominion Energy’s Coastal Virginia Offshore Wind (CVOW) project started offshore construction in 2024 and is expected to be completed in 2026.

Anchored in the Hampton Roads region, CVOW is transforming the local economy and beyond by attracting diverse economic development opportunities. The project is positioned to create hundreds of well-paid clean energy jobs, millions in tax revenues and hundreds of millions in economic benefits annually.
Once complete, CVOW will generate enough energy to power up to 660,000 homes. It will add to America’s diverse energy mix, which is essential for energy security, reliability and lowering fuel costs.
The region will also soon be home to the nation’s first Wind Turbine Installation Vessel (WTIV).
Oceantic Network CEO Liz Burdock said: “In 2025, IPF, the largest offshore wind and ocean renewables conference in the Americas, will Power ON alongside the largest offshore wind project under installation in the US.
“Thousands of offshore wind and ocean renewable industry professionals from around the world will gather in Virginia Beach between April 28 and May 1.
“Attendees will learn from and network with the global industry’s best and brightest, including those building Dominion Energy’s Coastal Virginia Offshore Wind (CVOW) project. A broad, local supply chain has sprung up in Virginia to support the offshore wind industry, including LS GreenLink’s new subsea cable manufacturing facility in Chesapeake, and the Portsmouth Marine Terminal, staging and loading monopiles for CVOW.
“IPF will bring these companies, along with the top US and global ocean renewable companies, all to one place.”

Online registration for the 2025 International Partnering Forum opened in October 2024 and will remain open throughout the event. Guests can also register in person at several hotel blocks secured by Oceantic, all of which are situated on the Virginia Beach Boardwalk.
Attendees can sign up for additional activities, including tours of the Norfolk Harbour and its facilities, the Central Atlantic Supplier Fair and offshore boat tours of the CVOW Project.
Oceantic Network’s Ventus Gala and awards ceremony, sponsored by Virginia Beach and Dominion Energy, will also take place during the IPF conference. Attendees can submit award nominations and register for the event, which will be held on April 29.
