A former Norfolk parish councillor has been branded "selfish and cruel" as he was sentenced for indecently assaulting a girl almost three decades ago.

Neville Johnson, 65, who resigned from Blickling Parish Council when the investigation began, abused the victim in Norfolk in the mid-1990s, when she was 13 and he was 37.

Norwich Crown Court heard the teenager had been playing computer games at home when Johnson entered the room.

He said Johnson began "stroking her face with his hand” before he kissed her on the lips.

He then “ran his hand down her back” to her bottom before he “pulled her close to him”.

Mr Sorel-Cameron said Johnson then moved his hand towards her inner thigh and kissed her again.

The victim - who cannot be named for legal reasons - told him to stop before he got off and left.

Police became aware of the incident, which happened in the summer of 1997, in 2022 and Johnson was charged with indecent assault.

Reading a statement at court the victim said she was trying to explain the affect of the sexual abuse she had suffered almost 30 years ago.

She said the abuse had "affected every part of my life and will continue to do so".

She branded Johnson, a retired builder, "selfish, cruel and incomprehensible" for what he had done.

Recorder Ciaran Rankin said the indecent assault had a "significant and immediate affect" upon the victim who he commended for having "very bravely" read out parts of her impact statement.

The recorder said Johnson's "behaviour has had a significant adverse affect on her" leading to her feeling "worthless".

Johnson received an eight month prison sentence, suspended for 12 months. 

He was also ordered to do 20 day's rehabilitation activity requirement (RAR) and was ordered to pay £1000 costs.

Matthew McNiff, mitigating, said it had been "one event" which he has "admitted many times".

He said Johnson had shown remorse and had apologised.

Johnson was also out on the sex offenders register for 10 years and made the subject of a restraining order banning him from contacting the victim, directly or indirectly, also for 10 years.
