Norfolk's largest council has been targeted by criminals, with a spate of bicycle thefts from the headquarters of Norfolk County Council.
At least half a dozen thefts or attempted thefts have been reported in the past few weeks at the council's County Hall building in Martineau Lane, Norwich.
Officers at the Conservative-controlled authority have been in contact with Norfolk police about the spate.
Green county councillor Paul Neale was almost a victim of the thieves, who tried and failed to steal his electric bike.
Mr Neale, who represents Norwich's Nelson division, raised the issue at a meeting of the council's cabinet.
He said: "Recently my electric bicycle, stored in an external rack at County Hall, was nearly stolen, resulting in the lock and equipment being damaged.
"Our maintenance crew were fantastic, released my lock and told me that it was about the sixth incident in the past two weeks.
"Could the cabinet member review our security services and issue a warning to all staff and members?"
Jane James, cabinet member for corporate services, said that a "number of measures" had been put in as a result of the criminal activity.
She said: "We would encourage all cycle users around the county to not be put off from choosing sustainable transport options, but to think about security and what can be done to deter thieves."
A spokesman for Norfolk County Council said: "We have recently received reports of thefts and attempted thefts of bicycles on County Hall's grounds.
"While these incidents are rare, this is an issue we take seriously, and we have been in contact with Norfolk police.
"We carry out regular security patrols and the area is monitored by CCTV.
"Updated guidance has been issued to staff and councillors on the steps they can take to keep their property safe, including the use of high-quality locks and registering their bike on the national database."
