Almost a year has passed since the first family moved into the major housing development at the former Pontins holiday park site in Hemsby.
But in recent months works to the remainder of the 23-acre site in King's Way, which Blazehill Capital bought for £7m in July 2022, have halted.
Concerns have been raised within the community about why groundwork appeared to have stopped, with the matter raised at a Hemsby Parish Council meeting.
The meeting minutes held on September 16, say "no answer was known".

However, the developers for the site, Lodge Park Homes, have said that the groundwork, which has temporarily stopped, will resume soon.
Katrin Eindorf-Hill, sales and marketing director for the Hemsby development, said: "We are preparing the drawings and procurement for the next phase of building, this is soon to be completed and signed off ahead of the groundwork resuming onsite.
"We cannot wait to release the next lot of new homes because it is a project we are totally committed to completing and it has been a great success so far.
"With the property market picking up and more buyers out and about looking to purchase their new home, we are looking forward to completing the development.
"We cannot say time precise frames for when the work will resume at the moment, but we are hoping to recommence work on the site as soon as we can."
THE FORMER PONTINS SITE
The former Pontins site closed in January 2009, blaming fewer visitors and escalating costs.

In its heyday, the Pontins holiday camp at Hemsby housed tens of thousands of holidaymakers during the season but eventually closed to the public in 2008.
It stood empty for a decade and fell into a derelict state before Lodge Park Homes took on the project to redevelop it.
The site's 50-plus buildings had become a target for vandals and arsonists alike.
