From a county lines drug dealer to a police officer caught drink driving, here are some of the criminals who were sentenced in Norfolk last week.

1. Herbie Madina

Herbie Madina, 31, of Sydney Road in London, appeared at King's Lynn Crown Court on Friday after previously admitting to being concerned in the supply of heroin and cocaine.

Madina was the operator of a county lines mobile phone, sending out more than 3,000 messages offering cocaine and heroin to users living in the Norwich area.

The court heard it was Madina's third conviction for class A drug dealing offences which resulted in him receiving a mandatory minimum seven-year jail term.

2. Neil Donkin

Neil DonkinNeil Donkin (Image: Norfolk Constabulary) Neil Donkin, 42, of Saddlebow Road in King's Lynn, appeared at court on Thursday having previously admitted wounding with intent and possession of an offensive weapon.

Last year, on August 22, Donkin stabbed a man in the throat as part of a "revenge" attack over a woman.

The victim, who was in his 40s and on a mobility scooter at the time of the attack, suffered life-threatening injuries.

He was talking to his partner in Prince William Close, Hunstanton, when Donkin, who had previously been in a relationship with the woman, attacked him. 

The man was taken to hospital and put in a medically induced coma having received treatment for a wound which penetrated his windpipe.

Donkin was handed an extended sentence of 16 years and four months.

3. Fletcher Rogers

Fletcher Rogers, 20, was arrested after trying to sell drugs to an off-duty police officer at the Kisstory music festival in Norwich last year. 

He was found to have 11 small bags of cocaine and further quantities of drugs were later seized from his home.

Rogers, of Hollingsworth Road, Lowestoft, appeared at Norwich Crown Court for sentencing this week having previously admitted to possession of MDMA, possession with intent to supply cocaine and to being concerned in the supply of cocaine between March 30 and June 11, 2023.

He was given an 18-month sentence suspended for two years, fined £1,000 and made the subject of a six-month electronically monitored curfew.

4. Tamsin Raines

Tamsin Raines, 51, of King's Lynn was a serving police officer when she was caught drink driving on June 20.

After failing a roadside breath test during a routine traffic stop in Wereham, Raines was arrested and taken to King’s Lynn Police Station where she provided a blood sample. 

She appeared at Great Yarmouth Magistrates Court on September 11 where she pleaded guilty and was disqualified from driving for 14 months.

She was also ordered to pay costs of £85 and a victim surcharge of £48.

As a result of the incident, Raines was subject to gross misconduct proceedings but retired from the force on September 2.

As a result, she will now be dealt with as a former officer under Police Conduct Regulations.

5. David Turner

David Turner at a previous hearing David Turner at a previous hearing (Image: Peter Walsh, Newsquest) David Turner, 68, of St Benedicts Street, Norwich, appeared at Norwich Crown Court on Monday after he admitted possession of cocaine as well as drug driving.

Turner, who had previous convictions for Class A drug offences, was stopped in his car by police on December 30 and asked to do a roadside test.

After failing, he told police he had taken cocaine on Christmas Eve to ease the "extraordinary" pain after having had 12 teeth removed. 

It followed an incident on November 28 when Turner was stopped and found to have a bag of cocaine on him and in the door of his car.

He admitted to two breaches of a 24-month suspended prison sentence and was given a 12-month community order, ordered to carry out 20 days of rehabilitation activity and banned from driving for 12 months.
