A city road was partially blocked after two cars crashed into a tree.
Police were called the junction of Old Palace Road and Clifton Street, off Dereham Road in Norwich on Friday evening.
One car partially overturned in the collision and an ambulance was also at the scene.
A spokesman for the ambulance service said: "We were called to reports of a collision involving two vehicles at the junction of Old Palace Road and Clifton Street in Norwich at around 8pm on June 28.
“Three patients were treated at the scene for minor injuries.”
An eyewitness said two people had run away from the other car with one arrested further down the road but the other still "at large".
Norfolk Constabulary and the East of England Ambulance Service have been contacted for comment.
