A couple were caught on CCTV as they torched a speed camera beside the busy A10.
The man and woman pulled up beside the device at Setchey, near King's Lynn, on Saturday morning.
The man placed what appears to be a tyre over the camera while the woman filmed him on her mobile phone, before pouring petrol into it and setting it alight.
They then sped off as it burst into flames. One man at the business from where the footage was filmed said: "It looks like it was done as some sort of stunt.
"It's not something you expect in Norfolk. It was very brazen, very botched , it's the silliest attempt I've ever seen."
Another person living nearby said: "They were quite brazen about it. But I don't think they've put it out of action, they've only scorched the paint."
At one point, the woman dives into the car to avoid a lorry, which swerves to avoid them.
Dozens of other motorists pass the scene as flames shoot from the camera, before the couple drive off towards Downham Market after weaving through traffic.
A video of the incident has been posted on social media, from where it has been widely shared.
A police spokesman said: "Police were called to the A10 at Setchey, at 7.23am on Saturday 8 June, following reports of a man and a woman setting fire to a speed camera.
"Officers attended the scene, alongside the fire service. No one was injured.
"The incident is being treated as arson. Enquiries are ongoing."
There was controversy over the camera after it was sited at the junction of the A10 and Garage Lane, to enforce the 40mph speed limit through the village four years ago.
There were fears it could obscure the view of drivers turning onto the main road from the Garage Lane industrial estate.
