Part of the A11 was blocked after a woman was spotted riding a mobility scooter along the carriageway.
Police were called to the Forest Retail Park in Thetford at around 8.30am on Saturday following reports of a concern for safety.
The A11 was closed from the roundabout to allow emergency services to attend the scene.
The woman, aged in her 40s, was arrested on suspicion of criminal damage, breach of non-molestation order and breach of bail conditions.
She was taken to Bury St Edmunds Police Station for questioning.
Charlotte Haden, aged 48 and of Elgin Way in Thetford, was charged with breaching her non-molestation order and remanded into custody.
She is due to appear at Ipswich Magistrates' Court today.
