A county council meeting where decisions on major planning applications were due to be made had to be scrapped - because not enough councillors turned up.
Norfolk County Council's planning committee was supposed to meet on Friday morning to make decisions over three applications.
But only six county councillors turned up and the council's constitution required a minimum of seven for the meeting to go ahead.

The committee Conservative chairman Brian Long said the lack of members meant the meeting was not quorate, so it could not go ahead.
He said it would need to be reconvened at a future date.
The meeting had been due to discuss three proposals.
One was related to the Larkshall Mill factory in Thetford which will produce carbon-negative aggregates - a manufactured product sold for use as construction material for the building industry.
Another was an application over a replacement railway siding on the Brandon Rail Sidings site at Weeting.
The third application was for a decision on whether a quarry near Dunston should be allowed an extension to the timescale for work to restore it back to agricultural use.
