A spokesman for the Met Office said Saturday would start dry with some bright spells being seen across Norfolk.
Clouds will quickly build and rain and strong winds will arrive overnight.
The showers will start to clear on Sunday as the clouds travel eastwards throughout the day.
Monday will bring some drizzle but will mostly be dry.
The Met Office has told people to expect flooding of some homes, roads and businesses, interruptions to power supplies and delays to bus and train services while the warning is in place this weekend.
A yellow warning for rain was also in place last weekend, leading to floods being seen across the county.
The A1101 Welney Wash Road remains impassable with floods of up to 1.38m deep.
