A spokesman for Suffolk police has described the injuries suffered as "life-changing" but confirmed that his condition is currently stable.
The road was initially closed while the emergency services made the area safe, and reopened in the early hours of the following morning.
Police are appealing for witnesses or information about the crash, which involved a grey Seat Leon and an e-bike, and ask that anyone driving in the area at the time checks their dashcam footage for anything that could help with their enquiries.
Police would particularly like to speak to the driver of a van that officers believe may have witnessed the collision.
Anyone that can help should contact Suffolk police, quoting reference number 37/59270/23.
