People could get more council tax support despite reservations from County Hall.
West Norfolk Council agreed to consult the public over plans to make its council tax support scheme more generous.
But Norfolk County Council opposed the proposal citing a potential impact on services due to a reduction in the amount of funds generated from the tax.
The Council Tax Support Scheme helps working-age people on low incomes with the cost of their council tax by reducing their bills.

It must be reviewed each financial year but it has been largely unchanged since 2013, which currently offers a maximum level of support of 84pc.
The new offer could increase this to 100pc following a public consultation.

Norfolk County Council said that while it was "sympathetic to the current economic challenges" it opposed the increase due to it being "essential" to maintain council tax levels in order to provide its services.
It instead said it preferred that all Norfolk councils move to a consistent level of council tax support, suggesting a maximum of 75pc.
Despite the objection, the proposal was unanimously approved by councillors.
