Plans to open a mystery restaurant at a Norwich retail park have been blocked by councillors.
An unnamed restaurant had been hoping to open in the vacant unit in Blackberry Court at Sweet Briar Retail Park next door to Costa.
But Norwich City Council's planning committee have rejected plans saying they do not fit with the uses which were agreed when the units were built on the site in 2011.
It is thought that when the buildings were erected a limitation on what they could be used for was agreed upon by the retail park and city council.

In the application, the business had omitted all details which could give away its name, but given they have nearby restaurants it was unlikely to be Burger King or McDonald's.
Just months ago councillors raised concerns at the number of empty units on the plot with large former Ikea and Maplin stores remaining empty years after the respective businesses' closures.
The business, which has seen its application submitted by estate agents Savills, now has the option to appeal the decision.
The unit is less than half the size of Costa in the same unit, covering 850sqft, and was previously occupied by retailer Ultimo Electronics.
