Locations for stores in Costessey, Lakenham, Thorpe Hamlet and the Mile Cross area are also being scouted.
It comes after Lidl announced it would be closing its supermarket in Drayton Road in Norwich as it is "no longer fit for purpose".
The firm has also revealed that established Lidl stores in Cromer, Caister and King's Lynn may be relocated to new suitable locations.
Ryan McDonnell, Lidl GB CEO, said: "The last few years have been challenging for everyone but we’ve made it clear that we’re more committed than ever to ensuring that every household has access to a Lidl store."
