A man spied on two young girls while they were changing in a cubicle at a Hemsby holiday park, a court heard.
Trevor Cator, 57, was seen by one of the girls peering under the cubicle door at Seafield holiday park.
Chris Youell, prosecuting at Norwich Crown Court, said the girl then reported the incident to her mother and Cator was detained by members of the public until police arrived and arrested him.
Mr Youell said Cator had also exposed himself to a 41 year-old woman, who was out fishing at Filby Broad.
Cator, of Harmer Lane, Thurgarton, who was crying in the dock, admitted a charge of voyeurism on August 25 and also a charge of exposure on August 18.
Andrew Oliver, for Cator, said that the offending was out of character and described Cator as being in a stressed and depressed state since the death of his mother.
'He seems to have a real problem getting over the loss of his mother, and it has made him behave in a very odd and out of character fashion.'
Judge Peter Jacobs spared Cator an immediate jail term so he could get help but said his behaviour had been disgusting and said that poking his nose under a cubicle door to see two young girls changing could have a lasting effect on his victims.
'It is going to have a damaging effect on them. It is something that will stay with them for the rest of their lives in the background.'.
He said that Cator had also exposed himself to a lone female which only reinforced the insecurity some women felt about being in isolated areas.
He ordered Cator to do 120 hours unpaid work and imposed a two-year community order with supervision.
Judge Jacobs warned him that he was giving him a chance and that if he breached the order he would back before the court.
