A proposed business and leisure park in Kings Lynn could bring 700 jobs to the town.
A multi screen cinema, discount supermarket, shops and restaurants are among the attractions planned for the new Morston Point site, close to Sainsbury's and the Hardwick Roundabout.
Alistair Beales, West Norfolk council's portfolio holder for regeneration, said: 'If the proposals go through then that will introduce more jobs which are always welcome.
'With these sorts of projects there are always implications for the town centre and take customers away from elsewhere.'
Morston Assets is due to submit a planning application to build the site either side of the link road from Sainsbury's to the A149.
The company was given outline planning permission for a business park two years ago and is now set to put forward detailed proposals to the council.
Mr Beales said: 'There is a planning policy within the council to favour the town centre's projects unless an out of town project can add such a benefit to the area.
'When the plan comes through we will have to weigh out the implications and decide what's best for King's Lynn.'
Plans include a supermarket, shops, two drive-through restaurants, a DIY superstore, a gym, a hotel, a car showroom and a garden centre.
The company hopes to start work in June 2015 with the first occupants moving onto the site a year later.
